theme does not read css

After getting hacked, I restored my blog and re-uploaded all the WP files as well as my theme files. However, it seems like my theme is not able to read the css file in the themes folder itself.

It displays my blog entries and the sidebar but the css does not seem to be able to load with the blog. May I know what’s wrong? Has it got anything to do with the earlier hackings? Thank you.
