# Theme design help

 * I’ve started learning to design themes using Dreamweaver and Starkers. I’ve added
   div’s to my Index, header, sidebar and footer.php files. I’ve also added id’s
   to these div’s in the layout.css file, yet the changes to the css does not show
   in the browser. I’ve simply added size and color info to the div’s so that I 
   can see where they are at.
 * I was thinking that there is something missing in my index.php file but I don’t
   know where to start. the tutorial I’m using don’t not speak on designing an HTML
   file to reference these files so I don’t know if that’s what I’m missing though
   it would make sense.
 * Can someone explain this issue to me so that I can begin to learn how to properly
   design a WP theme please?
