[Theme: Canvas] Menu Bar that scrolls with you.

Hi all,

I was hoping to get a menu bar similar to the one on this site: http://ramengineering.ca/

I want to get my menu bar to pop up at the top of your screen when you scroll down. Any ideas on how to do this?
