The plugin doesn’t check the resident address

I set an item that is only available in the US. However, if I use the VPN to change my IP to the US then I can add that item into cart, and checkout with the address is outside the US. Finally, I buy that item with a non-US address.

Just change the IP, and the plugin doesn’t check the customer’s address!

My store is selling items to the US, UK, AU, CA, and IE. However, the plugin is only available to confirm that the customer is from the correct IP address, and it can’t check the customer’s address from the checkout processing. The plugin should be checked the resident address too and confirm which item(s) is not available in that resident address.
