Have you tried pulling it up in a different browser? You might be having an issue with your cookies. If that’s the problem, here’s an article on how you can fix that: http://karuppuswamy.com/wordpress/2010/06/17/how-to-solve-this-webpage-has-a-redirect-loop-error-in-google-chrome/
If that doesn’t do the trick, check out your hosting company’s support page and see if they support .htaccess files. Install WordPress in a subfolder of your website and see it it loads correctly. If it does, than the problem is with your latest install and not the hosting company, but if it doesn’t, you’ll have to downgrade to the latest WordPress installation that your hosting company supports.
If the install in your subfolders works fine, then the next step is to delete all of your files (except the wp_content folder) and download a fresh copy of WordPress to replace your files with. Make sure you delete the old files before you copy the new ones.
