I have tested on a fresh WooCommerce installation. The fixed cart payment and minimum spend worked as expected.
One thing I noticed that the error message is not actually the ones that WooCommerce shows. Has it been translated? Or is there any other plugin that can override the WooCommerce’s coupon feature?
Can you please run through these tests and let me know how it goes?
1. Switch to a default theme i.e. Twenty Twenty / Storefront
2. Deactivate all plugins except WooCommerce and then activate them one by one to figure out the faulty one.
Test your feature after each activation/deactivation. More details on the conflict test here.
If the above does not help please share your WooCommerce configuration details from wp-admin > WooCommerce > Status so we can understand a bit more about the problem.

I tried as suggested changing the theme and deactivating all plugins, except woocommerce and wcvendor but it didn’t work either.
where can I share the WooCommerce System Status Report

I can see that, you have mentioned WC Vendor. This multi-vendor plugin can modify how WooCommerce handles coupons. I will recommend that you try without this plugin as well.
In case the problem is coming only with WC Vendor, I will recommend contacting on their forum instead – https://wordpress.org/support/plugin/wc-vendors/
If the problem happens only with WooCommerce let us know and you can share the system report status in this forum as well.
