The administrator does not receive new account emails

We have updated to version 2.15 everything seems to be working fine but no messages reach the administrator when a new user is registered.

Also, after the update he asks us to update the database but when he clicks on the update button nothing happens, it doesn’t give any error or success. It is as if the button does not update the database.
