Make sure you’ve put some content in between the popup_trigger shortcodes like:
[popup_trigger id="123" tag="button"]Button Text[/popup_trigger]

If you read what I said the text is showing but outside the button, even if I hardcode the text you your example, same issue appear.

@filipeos – You are trying to concatenate it as a string, but used _e() which echos.
Couple options here since I haven’t seen the issue with a link yet to know exact issue.
Change your code to use __ which returns a string, rather than echoing it.
echo do_shortcode( '[popup_trigger id="3019" tag="button"]'. __('Request Inquiry', 'realtyspace') .'[/popup_trigger]' );
Since _e echos, what happens is that it echoes the Request Inquiry text before echo do_shortcode processes, using __ returns a string to the echo do_shortcode call like you were expecting.
Also you could just do
<button class="popmake-3019"><?php _e( 'Request Inquiry', 'realtyspace'); ?></button>
Which would bypass the shortcode entirely.
Lastly if putting the text in manually still doesn’t work like you mentioned above, then its a CSS issue. Your theme is applying a width to the button in question and the text is wider than that width, try the browser inspector to debug why that would be.
