This plugin allows you to use whatever CSS you want, you can look into creating scrolling text here https://www.w3schools.in/css3/css-marquee/.

The .simple-banner-scrolling box is not for marquee text, it is a class applied to the banner as you are vertically scrolling down the page. It is used to help with fixed headers.
As for the marquee text, the example code would be almost exactly what is linked in the W3Schools site. The CSS would go in the Website Custom CSS section and the HTML in the Simple Banner Text section. Additionally, I don’t recommend you use a marquee in your site. Beyond it’s design element being very out of date, it is also extremely bad for accessibility.
