Template Page for Tags?

I need ideas/clues for how I might go about creating a tags.php template file. The file would function similar to a search.php template page, and would enable me to customize how posts appear when someone clicks on a tag (e.g., cars).

Is there any way of instructing WP to recognize a tags.php template file?
