Is there a shortcode that would let me place two or three ads in a page based on something like “recent” or “featured”? Then, I could place a link to see the primary adverts page.

There isn’t any filter like that, you might be able to use some carousel plugin that can display carousel from custom post types, but i am not 100% sure.
