Hi there,
What state is the shop located in? I ask because automated taxes using WooCommerce services will only calculate for the store’s home state, as _most_ stores only need to collect from customers within their state. We certainly aren’t tax experts, so if you aren’t sure where to collect sales tax, this site gives some pointers, while this one provides a nexus assessment. You may also want to reach out to a tax attorney, just to be safe.
If you do need to collect sales tax for each state, you have two options. First, you can use WooCommerce Avatax or the full TaxJar extension to automatically calculate taxes for each state.
Alternatively, you can manually enter tax rates into the tax table found at WooCommerce> Settings> Tax. We don’t have a tax table that can be uploaded, so these rates would need to be entered manually.

Actually, I’m in California and so is the seller I am building for. What’s got me stuck is that it is not calculating for me at all on any California address and the log has that message I noted above of looking for TaxJar plugin. I had never actually heard of that till I saw the message. Yet another site I’m doing in California is calculating. About the only differences between these sites is the host. Same theme (Divi) and same plugin assortment.
Update. There was an update to the plugin today that I applied. I checked and tax was still not calculating on the Cart page. However, on the Checkout page, once a full address is entered the tax calculation does work.
We need to gather some info in order to test this, e.g. addresses and such. In order to do that privately, please contact us at WooCommerce.com > My Account > Support. You may need to create an account before you can access that page.
