No matter what settings we use, taxes seem to be based on the shop address (Ontario).

    • Prices entered exclusive of tax
    • Calculate tax based on: Customer billing address
    • Display prices during cart and checkout: Excluding tax
    • Display tax totals: Itemized
    • Standard rates are set up correctly (I have triple and quadruple checked this and this is not my first store setup – no problems with other stores I have set up)
    • All other plugins have been turned off to check for conflicts
    • We have customized our checkout page but the same results show on the default checkout page which can be viewed here >> https://oliverprojects.ca/bears/000-default-checkout-page/
    • I have cleared tax rates and transients on the WooCommerce Status >> Tools page.
    • All plugins and WordPress are up to date. WooCommerce database is up to date.

Ontario has GST of 13%, British Columbia (BC) has GST of 5%, Nova Scotia (NS) has HST of 14%. USA addresses have a tax rate of 0%. However, no matter what address is used, tax is always displayed as GST of 13%. If I enter an American address, taxes still display as GST of 13%.
