Tax settings and calculation issue at checkout

I’d like to ask for help with two issues:
1. For a client of mine, I make a website that sells a one-time subscription service. For the purposes of domestic tax law, all customers from EU countries have to pay with their own tax rate, based on their country. To do this, I imported an EU VAT .CSV file that can be downloaded from the Woocommerce site, and for people outside the EU, I have to calculate the tax rate in my country’s tax rate, which is 27%. I would like to ask help to set this up.2. The second problem occurs when calculating the tax on the price of the service on the checkout page. I first created the checkout page with the Elementor Checkout widget, but the problem is the same if I use the Woocommerce checkout shortcode on the page. For the tests, I used the Calculate tax based on: Customer billing Address option in the woocommerce tax setup and I created a 10€ value standard product. For the first test, I entered my own country (HU) where 27% VAT, but after entering the required data, the system only calculates 21.3% VAT, so after deducting the VAT from the €10 package, €7.87 remains instead of €7.30. Unfortunately, the system calculates the same amount of VAT after entering all EU and non-EU countries, and occasionally deducts 33 cents from the € 10 product price. I tried all the usual routines, turning plugins on and off, switching templates, clearing the cache but unfortunately they didn’t help either. I also tried the free WooCommerce Shipping & Tax plugin offered by woocommerce on the site, but this plugin calculates 0% VAT in all cases.
