As a first step, you will want to do a conflict test to see if the issue is caused by a plugin/theme conflict with WooCommerce. Here are the steps for doing a conflict test: https://docs.woocommerce.com/document/how-to-test-for-conflicts/.
If the problem persists, kindly provide us the following and we’ll look into this further:
- System Status: You can find it via WooCommerce > Status. Select “Get system report” and then “Copy for support”. Once you’ve done that, paste it here in your response.
- Fatal Error Log: Share a copy of any fatal error log found under WooCommerce > Status > Logs (if available).
- Screenshot of your tax settings: Share screenshots of your tax settings (all tabs) in WooCommerce > Settings > Tax (use https://snipboard.io/)

I understand that you’ve already done a conflict test and the tax rate is still not showing on your products.
Based on the screenshot you provided, you are charging your customers the same tax rate as your Store Address:

Next, WooCommerce needs to set all customers location as the Shop base address – combined with the previous setting. Can you please check under WooCommerce > Settings > General > General options > Default customer location is set to Shop base address:

Finally, add the tax rate only for the country and region of your Shop base address.
The customer is now charged the tax rate for the store and the customer can add a specific billing and shipping address at Checkout without this affecting the tax rate.
Furthermore, can you also please provide us with a screenshot of the Tax Classes as well?

why does it say “Shop country/region” instead of “Shop base address”? And does that matter? If it doesn’t matter, then I’m not sure why this isn’t working.
I also don’t understand why it works for a bag of coffee if I change the tax status on it, but it won’t on a product like a T-shirt that should be taxable. Confusing…
Any further suggestions?
