Right, WordPress uses the same user capability for ‘Categories’ and ‘Tags’ both: manage_categories
It’s impossible to differentiate access to them using just user capabilities.
Hello, I have an additional question for this issue. I have disabled access to posts for Contributors, they should only be able to write/edit entries of the Page type. However, when I do this the Tags section is left empty (the box is there, but with no input field). Adding the capability to manage categories does not mend the problem. Is it not possible to disable edit_posts and still keep the option of adding tags to pages?
