 * Hello. I am an editor on a public school district’s WP and am trying to make 
   the borders of a table visible. We are operation on WP 4.1 proEducation theme.

 * This forum is for general WP questions.
    The proEducation theme is a 3rd party
   theme. Please ask the theme dev. In general though, a child theme is used to 
   modify css to add things like table borders.
