 * what should the level be for a super admin for a network? administrator is level
   10. when i set a user to that level and select the box for super admin, it still
   doesn’t give them super admin access.

 * Superadmins are stored in a serialized list in your database.
 * Go to Network Dash -> Users -> EDIT the user.
 * Halfway down the page is the SuperUser box. Works on my site.
