Yes, delivery frequency is a feature only available to WordPress.com hosted sites.
Since WordPress.com and Jetpack share the same admin page for email subscriptions, that’s why the column for delivery frequency is shown.

Thanks so much for your response! That’s really too bad, because not allowing people to choose a frequency (or even just some way to ensure people aren’t getting more than one email in a day) makes the subscribe feature a lot less useable. Is there anywhere for people to request new features for the jetpack plugin (sorry if I should already know that)? Even a checkbox on the plugin end that allows the site owner to make sure they aren’t bombarding people with email would be extremely helpful in my opinion. Thanks again!
I too would very much like a solution to this. I’m cooperating on a blog which is quite active, sending 10 or more notifications a day – for many, this would be too many.
