Subscribers can't upload only Editors / Admins can

People can view all the pages. I followed all the install instruction, I made all the necessary permissions adjustments to my FTP and even did the fix in the other support threads that you replace all the text and click something in the settings.

I’m hosting on Godaddy if that is any help. Thanks!
