    If you look at the bottom of the Email Users Settings Page (Dashboard->Settings->Email Users) there is an overview of the various capabilities that Email Users can use when assigned to users.

    You would need to use a roles and capabilities plugin (there are several available) to assign all of your users the “email_single_user” or “email_multiple_users” capabilities and the Email Users menu(s) will be available to them.

    Thanks Mike, I’m a noob in all this. I installed Capability Manager advance and it works perfectly. Appreciate the tip.
