If the person has a WordPress.com account, they can log into WordPress.com and go to https://wordpress.com/following/manage. Tell them to search for your site there, and then they can enable email notifications there directly.
Else ask them to go to https://subscribe.wordpress.com and enter their email address. They’ll then receive a link to view all their WordPress.com/Jetpack subscriptions for their email address, and they should be able to remove any old ones, or verify any unverified ones from there.
For more in-depth troubleshooting we’d need to know the emails of the subscribers, and you can’t post that information in this forum. So in that case, please open a support request at https://wordpress.com/help/contact, mentioning this thread, and listing the email addresses we need to check, each on its own line, and someone over there will be able to help you.

If you post the email address normally (without changing its formatting) on the WordPress.com forums, it will be hidden from everyone except the support staff over there.

As I said above, we’ll need the owner of that email address to contact WordPress.com support directly so we can help them with this over there.
You also re-posted that email address again now, after I’ve asked you not to, and after @macmanx, who is a moderator here, removed it from your previous comment.
Please stop posting email addresses here.
Email addresses are automatically hidden on the WordPress.COM support forums, but they are NOT HIDDEN here in the WordPress.ORG forums.
