Subscribe2 plugin not sending confirmation e-mails

I have subsribe2.8.7 on two sites. One site it works perfectly on. The other site will let you enter in your e-mail address, but no pop-up box is shown stating that a confirmation email will be sent. Instead the widget area where you subscribe says an email will be sent but no email is ever sent to confirm subscription. People who try and subscribe sit in the public-unconfirmed list.
