Try to check that the client role that you created does not have the capabilities from support agents, as shown in the link below:

Also, do you have other plugins rather than the one that you use for changing role capabilities or create another roles? Try to deactivate your other plugins to see if the problem continues. Then activate one by one to see if there is a conflict with another plugin.
