What plugin are you using to add “submit for review” to WP?
We are using User Role Editor plugin to assign permission. As Editor role does not have the permission to publish page, It’s showing submit for review and when editor submits the page goes to draft mode.

Steven Stern (sterndata) Can you please confirm is the above mentioned process flow is possible or not ? If it is possible can you please let me know the steps , If any plugin can achieve the exact flow then please suggest .
When I log into my own test site as an editor, I don’t see “submit for review” as an option, just “save” when editing a site. There’s some other plugin you’re using. Publishpress, perhaps?
In general, does WordPress allow user (whichever role he has) to edit an existing page, send for approval, and yet not changing the page’s status to Draft/Unpublished.
Because the page that he is editing is open to public and can’t be unpublished.
When the administrator reviews the changes and decided to approve it, system will then replace the changes in the edited page.
Of course a user can edit an existing page, and existing pages can be set to draft mode as well. https://wordpress.org/documentation/article/roles-and-capabilities/
Your screen shot is concerning — do you really have 29 plugins needing an update?

I was asking if there is a solution or method where I can set an Editor to edit an existing page, submit for review BUT NOT changing the page status from Published to Draft / Unpublished. Currently whenever an Editor edits and save the page, it will change the page to Draft / Unpublished. I need the page to appear in the website.
We have tried many methods, customisation and third-party plugins but still we are not able to achieve it. Therefore, I am writing to WordPress team to understand if my desired process mentioned earlier is achievable in WordPress? If yes, I seek your help to let me know the steps or plugin(s) I can use.

I’m having this issue as well. I gave the Contributor role the capability to edit all pages (but not publish). When they submit their changes for review, it unpublishes the page so that visiting it generates a 404 error. It seems to me that the expected behavior would be that the changes would be pending, but that the published post or page would remain in its current state until the changes are approved and published. Does anyone know a good workaround for this?
