Did you read the “Common Problems and Solutions” section on the Site Reviews > Help & Support page?

When a review cannot be submitted in the Review Form you will get an error message instead of a success message. Look for this error message in the Common Problems & Solutions section of the Help & Support page. This should tell you why it’s happening and/or things to check/try in order to fix it.

Once submitted, in the administration of opinions, I systematically have the opinion which is presented and indicated as “rejected”. I don’t receive the message in the email box either.

it’s not rejected, but it is unapproved. Have you enabled the setting that requires reviews to be approved?

Yes. You have select to require approval for all reviews 5-stars or less (i.e. all reviews!). Try changing that to only require approval for reviews with a low rating (3-stars or less).

My configuration is normal because my customer wants to be able to moderate all reviews, why couldn’t that be the case? Is this not possible with your plugin?
I just noticed that I have several “Hook” failed in “Scheduled Actions”. Could this be the reason for the problem?

And then you provided a screenshot of the All Reviews page where the review shows as “unapproved”.
And then you posted a screenshot of your settings which shows that you want all reviews to be submitted as “unapproved” so that you can manually approved them from the admin side before they are published.
So that is all working correctly as you have described it.
If you are not receiving the email notifications when a review is submitted, that is a different issue altogether. The Common Problems and Solutions page on the Help & Support page gives advice on how to fix problems with email delivery. Did you read that?
