Sub topic or sub forum

I’m building a community site for authors. I need an extra ‘layer’ and I do not know how to create it.

I want a Genre level (Forum)
–> Then a Story level (Topic)
—-> With a layer for Chapters (Sub-Topic)
——> Comments / Replies

Each chapter will be a separate Sub-Topic, making it easier to maintain and follow the story while the replies are relevant to chapter they are in line with.

I am hoping this makes sense and that someone can show me how to make this happen. Thanks!

Oh, follow on to the above … In a perfect situation, the user that created the Story / Topic is the only person who can create the Chapter / Sub-Topics, but anyone with login can read them and comment / reply.
