Sub-Menus without dropdowns

Is there any way to not use the drop down menus, and rather have the primary or menu show the subpages/children of the current page under it (Statically)? I am working on a website for a group targeting blind and screen-reader users that needs the links to the subpages (of the currently selected/viewed menu item) to always be visible.
