 * Is there a guide that tells how to style comments in 2.8?
 * I’m trying to convert my 2.7 themes to 2.8, and the comments appear messed up
   in 2.8.
 * Also is there a guide that tells exactly what is change in the theme files from
   2.7 to 2.8?

 * I am not aware of a “guide” on styling comments (hmmm … food for thought), but
   I generally work from the “source” information you can find on the page with 
   comments.
 * Most modern browsers either have built-in or a readily available plug-in/mod 
   that allows for easy viewing of the (x/html) source code and its CSS.
