Stuck in No update needed loop

After update, I was stuck in a no update required loop. What causes this No Update Required, Your wordpress database is up to date! message? No server errors in error log. I would try to log in and it would go to the upgrade.php page, say no update required “CONTINUE” then it would redirect to the homepage and not the admin. Debug showed a WP_Object_Cache depricated warning in object-cache.php. I had just updated woocommerce and gravity forms.
