    I am not sure if this is slightly offtopic (is it?)?
    Is it possible to use Storefront cart menu functionality in my custom theme without much hassle?

    Two plugins I have found don’t show dropdown items unless in premium version

    If its a feature of storefront, it cannot be used in other themes. You can of course borrow the code and styles and place them into another theme, but you need to know what to look for and have an understanding of the code.
