 * I have enabled the Store Notice Text but it is appearing in the footer only and
that too is hidden behind it. Is there a way to make that store notice text appear
on top? Also, when I use a plugin to add a top bar, it covers the header. so
using a plugin is useless anyways. Help please.

 * It needs to be styled with CSS to appear at the top. If it’s not styled, your
theme may have forgotten to style it (if its a woocommerce theme).

 * I have already styled with custom CSS plugin. Nothing happens.

 * When I refresh the page, it appears on the top for a second, but then disappears.

 * I only see the Store Notice Text for a second when I am logged in as admin.

 * I see CSS rules in the shop-isle theme controlling this. Report to the theme
   author.
