stop js ,css from loading specific pages

    the reason for this plugin needed its because plugins i have installed are to add ads in sub catagory pages etc why is these js,css files loading in home page when its not needed.

    another example a capcha which is only needed in contact us page why is all these capcha js ,css loading in home page when its not needed there , this is why the the page loads slow.

    is there a plugin that has option to select page / post & enter js+css line by line so it dont load it.
