 * Hello,
    I have a website in which I have a blog that displays content on the 
   posts page.
 * I would like to display static text at the top of the posts page. I have seen
   various threads with information on how to do this but they are older and I am
   leaning towards a plugin instead of getting my hands dirty.
 * I would like it to be a plugin because when I give up control of the site the
   new person may have no programming experience.

 * You could just use a _sticky post_ for this, or even create a _custom widget 
   area_. Neither would require programming afterwards to change the text.
