Starter content not showing in Customizer Live Preview

    I’ve created some starter content and hooked it into the after_setup_theme hook. When I open the Customizer, I can see the navigation menu I created from my starter content in the Customizer side bar but the Live Preview does not show any of the navs, posts, pages until after I click “Save & Publish”. Once I click Save & Publish, the posts and pages also appear in my WordPress dashboard. Is this normal behavior?
