start a network

I have the newest version of WP and I am trying to set up a network so that other users can add their blogs and for some reason I cannot figure out how to do it.

i’ve tried editing the wordpress file, I’ve looked for “network” in my admin panel to no avail, can someone please tell me what I am doing wrong>?
