You need to go to your WP dashboard > Testimonials > Edit > Edit Rating > you can set there what you need.

I did that as you said but there is rating star section but it shows nothing to change!

It might be an issue caused by a plugin or your theme.
I recommend installing this plugin: https://wordpress.org/plugins/health-check/
After you install and activate the above plugin it has a Troubleshooting mode which allows you to have a vanilla WordPress session, where all plugins are disabled, and a default theme is used, but only for your user – your visitors will still see the normal website.
Go to its troubleshoot mode and only activate Strong Testimonials and see if it works correctly with a default WordPress theme (Twenty Twenty-One for example) and no other plugins.
Also, can you please send us a screenshot with the issue so we can take a closer look?

Did you deactivate all of the plugins and the theme when you went to troubleshooting mode with the Health Check plugin? From what I can tell from your screenshots, you do not have the troubleshooting mode on.
Can you also send us a list with your plugins and theme?

Actually I tested 2 ways. troubleshooting mode on and off. but it doesn’t work.

It seems that the theme is not free, but we tested it with all of the plugins from the list and everything seems to be working properly.
The issue might be coming from your theme. Can you please try to change it for a few minutes and see if you still have the issue or can you send us a copy so we can test with it here: https://strongtestimonials.com/contact-us/ ?
