I see people talking good things about http://wp-client.com/ but I personally never used it and I don’t know if it fits your purpose.

Also, a quick search returned me this results:
User Access Manager and User Groups. You can probably extend this plugins with other that allow you to upload a picture for every user.

If you have a budget for it, you can check premium ones like
Staff Display and Management.
