SSL Error Accessing Plugin

I was trying to add a new plugin to my site, but I received an SSL error instead.

Any steps I can take to resolve this issue?

The screenshot you gave is NOT an SSL error.
This is Cloudflare saying they cannot connect to the server where your website is hosted (for whatever reason).
