 * A website was created by a colleague who used someone in Pakistan to create our
website, that was all good. But the colleague no longer is associated with us.
I have organised for a new WordPress developer to assist with fixing, updating
and modifying the website, but it seems that the only role I can add him in to
do that is as ‘Administrator’. Does that sound correct?

Administrator is the maximum role for a not-networked WordPress installation.
For multi-site install there is Super-Administrator role. But its unlikely that
you have WordPress-network install. There are additional accesses possible and
likely needed for developer – i.e. access to files on server, using server means(
   ssh,sftp)/ and hosting/domain registrar access
