‘specific user’ priority over ‘specific role’

Quite simply, I would like to set up a redirect that all new users (subscriber role) that sign up gets redirected to the homepage when they try to login, and never don’t have access to the wp-admin profile. This I can do easily enough with your ‘Specific roles’ redirect rule.

But if I want to assign a single/particular user (with a subscriber role level) with a redirect to a custom page, which I’m aware I can set using your ‘Specific users’ redirect rule, does the rule set for ‘Specific users’ override ‘Specific roles’ and will redirect to the custom page or will it continue to redirect to the homepage?
