Special Characters in Category Name

    I recently started a second blog using 1.3a4 and I tried creating a category with a special character in the name. For example, I tried © to get the copyright symbol to show up.
    If I go to manage my categories, instead of showing the copyright symbol, it shows © (it also shows up this way on my blog).
    If I do this on my 1.2 blog, it shows up as the copyright symbol on both the manage categories page and my blog.
    If this is a bug (which it looks like it is), what is the process for submitting it to be fixed?
