Spammer/Haters

I’m receiving multiple messages and job applications through the jobs plugin of people just typing crap like hoisahoiang0a980as8f09s and it looks like spam to me, the problem is I can’t moderate it because there are just tons of messages this one guy is doing. His IP Address always changes and I can’t seem to get rid of this spammer or hater. What should I do?
