Spain Locations

The situation is:
– we can’t update woocommerce version for now, because the template customizations
– we needed shipping and we liked this plugin WooCommerce – APG Weight and Postcode/State/Country Shipping
– we needed Portugal locations a few months ago and we installed the plugin for locations WooCommerce Locations Pack. It works fine
– now, we need Spain regions/locations. this module doesn’t have Spain and won’t have because the new woocommerce version already has (but we can’t update).
– So, we would like to try China and Nigeria for example, and after this work, maybe change the file from Nigeria to Spain. We already tried this and is seems work, however the problem now is why the core country locations in this module (WooCommerce Locations Pack) don’t appear like Portugal locations

I hope you can help me. If there is another way to have the Spain locations, we are open to try.

The first thing to understand is why I select other countries and they do not appear in state group like Portugal.
