Sort Members of my site by state

Hello, I am designing a website called http://www.houseroulette.com

I am close to finishing, but my only set back is functionality. What I need assistance doing is using pods plug in to sort the members of my site by state.

For example, if I click on a state in my footer, it will go to the activity wall of every member that is registered by that particular state, and the same for every state. I would need to know if I setup pods by user or state or both, and how do I implement the use of Buddypress’ functionality to sort the state’s link to the activity of the members that ar eregistered by that state.
