What plugin are you using for that functionality?
I slightly changed the user rights. and I managed with the guest account publish announcement. it appears in the list of all ads in the console, but not displayed on the website in the correct category. moreover, when adding ads, I have not had the opportunity of selecting the required rubrics. the choice was not active. try to register on my website and add a listing. maybe it will help you more. this link screenshot: https://yadi.sk/i/CLnnH6v43Ja7X8
I broke my website by adding two similar plugin, to perform one function “add reviews to the site. now the site is not displayed correctly. restoring backups of the site and the hosting didn’t help. here is the text displayed on the website:

In that case, I recommend reporting the problem at https://wordpress.org/support/plugin/classifieds-wp so the plugin’s developers and support community can help you with this.

I broke my website by adding two similar plugin, to perform one function “add reviews to the site.
Try manually resetting your plugins (no Dashboard access required). If that resolves the issue, reactivate each one individually until you find the cause.
