Someone else has the webpage I want

I don’t think this is fair to be in the installation section but I don’t know where else to put it. I have an idea for a website (www.novicereviews.wordpress.com) but it is already taken. However it hasn’t been active since 2009. I was wondering if there was a way the old one can be taken down so I can take that domain name. Thanks in advanced!
