the theme is a commercial theme (‘TheStyle’ by elegantthemes) which might have its own programmed widgets;
possibly build based on http://jqueryui.com/demos/tabs/
you can either buy the theme, or keep searching for ‘tabbed widget’ in plugins and customise the formatting.
