There’s an inconsistency in the admin screens, in terms of (H1) page headings. Some screens have them, some don’t. Some of the screens under Lifter (Lifter, Settings, Reporting, Status) are missing H1 headings and some (Import, Add-ons) have them. The screens under Courses, Memberships, Engagements & Orders all have H1 deadings.

As far as I can see from WordPress admin screens elsewhere, every admin page should have a visible H1 heading, so for anyone having spent some time in WordPress admin, the lack of a H1 might come as a bit of a surprise.

As far as I’m aware, WordPress doesn’t have a “standards” document which outlines how the admin pages look but this discussion on the WP Core blog talks about the semantic admin changes introduced a couple of years ago:

Headings in Admin screens change in WordPress 4.3
