I would talk to your host. Normally the submissions are very fast, as expected.
It’s hosted on a VPS with 2 cores, 2 GB of ram, and virtually no load. The posts are successfully submitted and the browser redirected to the success page, it’s just very very slow. I initially found the issue when I had enabled Varnish, but varnish would time out before the USP would return. I’ve now removed varnish and am stuck on the situation I’ve described.
Hmm, not sure then. Normally it just works great. Maybe something in .htaccess or the file size or max upload limits.. it could also be network congestion..? I’m not sure but good luck.
I doubt it’s network congestion, the rest of the site loads fine. Posts from the backend work as expected. The only thing in .htaccess is the basic mod_rewrite stuff for wordpress. I’m testing with submission of ~8 ascii characters so I don’t think file size or max upload are to blame.
I’ve tried re-downloading the plugin which didn’t help.
Any other troubleshooting suggestions or is it time to start looking for a different plugin?

Just FYI: I have helped literally thousands of people online (most of them for free) for many years. Many of the people I’ve helped would disagree with your opinion.
I did not know why the plugin did not work for you, so I politely recommended that you go with another plugin. It is funny that you would choose to respond to a free plugin and honest reply with such a poor, spiteful review.
